The WWW technology is moving so fast, that even in the Internet Community, which is notoriously quick for standardising things, there are no RFCs defining HTTP, HTML, URLs or any other relevant piece of the Web technology yet. All are in Internet-draft form, which is work-in-progress and not otherwise citable. However, SGML is of course an International Standard. Probably the hottest news is that the UK government is putting a lot of its open documents onto its very own WWW server, and is considering putting Hansard on line (which is available inside HMSO in SGML already, see: http://www.open.gov.uk/).
