The files are all in pairs file.html & file.rtf. To look at the (proto-)documentaion using Mosaic you will need to run Mosaic on CUS and Open Local from the File menu to get to the above directory. Load the file toplvl.html. I can also set this up on the CL, so that it is publically available from http://www.cl.cam.ac.uk/users/gpp10/toplvl.html or something very similar. This would be world-readable and not just visible from CUS. To see what things look like under Windows copy the .rtf files (prefices: toplvl, refer, use, gloss, menu and grpah) to a directory somewhere on a PC. Add the file foo.prj containing (at least): [FILES] toplvl.rtf ... gloss.rtf and run hc.exe on foo.prj. You will end up with foo.hlp to use with CML (or whatever). You can also load the .rtf files into Word for Windows* if you are that way inclined. Let us know what is most wrong about the organisation, content layout and hyperlinks.
