Second Essay (Set Oct 29, due Nov 30)

The TAPS Working Group in the IETF is trying to come up with various models of how to select
Transport Services - see

Several inputs to this work predate the group, including the Google designs for
SPDY and QUIC, although looking at

these seem no longer to be present in the discussion..

The goal of these transport efforts is largely "Happy Eyeballs" for web browsers. SO in this essay, I
want you to compare pros and cons of various approaches, including the slightly broader question of
transport service selection - e.g. when are 
DCCP or SCTP appropriate?
