Further to the announcement of mweb I made yesterday, I'll give full
path of the compressed (gzip) tar file which is

hvg/contrib/00-Tarfiles/mweb-3.0.tar.gz

Remember to set the transfer mode to binary if you use ftp directly.
A better way to download the file is to use Mosaic.
