Subject: HUG 94 - site selection

As one of the organizers of HOL 93, it's my job to run the procedure
for selecting the site for HOL 94.  Last November, I asked for proposals
to host HOL 94 -- in response, I received just one proposal which is
attached below.  It seemed unnecessary to me to go to the extra trouble
of running a voting procedure when we have just one proposal.  However,
before concluding that the proposed site of Malta (to be hosted by
Juanito Camilleri) is indeed the site of HOL 94, I would like to confirm
that no-one else sent me a proposal last December (I have no reason
to suspect that there are any missing proposals except for the fact
that there was just one proposal.)  If you believe that you sent me
a proposal to host HOL 94 sometime before the end of last November,
please let me know before Feb 15.  Otherwise, it should be concluded
that Juanito's proposal to host HOL 94 in Malta has been accepted.

The  University  of  Malta  has the  pleasure  to  propose  its Foundation of 
International  studies  as the venue  for the VIIth  International  HOL Users
Group Meeting to be held in the first or second week of September 1994. 

Malta  is  a small island in the centre of the mediterranean. It has a wealth 
of  history, a reputation for warm hospitality, and an excellent climate.  We 
aim to make the workshop a warm reunion of old friends and an opportunity for 
new friendship.


The Venue
=========
The Foundation of International Studies is housed in Valletta in the original
premises  of the Collegium Melitense.  The Collegium Melitense was founded in
1592  under  the  sponsorship of the Order of the Knights of St.John  and has 
evolved  into  what is known today as the University of Malta. The Foundation
has  comfortable  conference  facilities which  can  accommodate  up  to  250 
participants in a charming setting. It  is a stone throw away from the Palace
of the Grand Master, the Auberge of the Knights of St.John, numerous museums,
churches  and  cafes.  As  Valletta is the hub of our public transport, it is 
easily  accessible  from,  and  gives  easy access to any part of the island. 
In  fact,  though  the Maltese buses are an experience in themselves, one can 
reach  the remotest parts of the island for the cost of a cup of coffee---and
coffee is not too expensive!

Getting there
=============
Malta is well connected to all the major European and North African airports. 
London-Malta  is  a  three  hour  flight and costs in the range of 100 to 200 
sterling. Frankfurt or Paris to Malta are two hour flights in a similar price
range  to  the  London flight. Rome-Malta is a one and a half hour flight and
should  not  cost  more  than 150 sterling. Of course, for those interrailing
fans there is the option of getting trains down to Catania in Sicily and then
catching a ferry or catamaran down to the centre of the med. A catamaran trip
from  Sicily  to Malta takes approximately one and a half hours and the round
trip  currently  costs 40 sterling. Those coming to Malta from outside Europe 
can do so via any major airport in Europe however, London often proves easier
and cheaper. We will be happy to help people with bookings of flights.

Accommodation
=============
Preliminary  enquires  show  that  there  are  many   options.  The  price of 
accommodation in Malta is relatively cheap when compared to the other European 
cities. A room in a three or four star hotel  (with breakfast) costs  in  the 
range of 15 to 20 pounds sterling per night.  Of course there will be cheaper 
options if people are willing to share rooms. (For a bottle of wine, those in 
dire  straits  are  welcome  to  pitch a tent in my courtyard as long as they 
promise not to nick all my grapes:-)

Student Subsidy
===============
As  Malta  is  a  neutral  country which is not yet a full member of the EEC, 
it  may  be  difficult  for us to apply to bodies such as the EEC, NATO etc. 
for sponsorship. Therefore, although we will try our best to find sponsorship,
we  cannot promise students travel bursaries at this stage. Having said this,
we  can  certainly  provide a number of students with free accommodation and 
a reduced registration fee.

=============
If  asked   to  organise the meeting we will draw-up a questionnaire to find 
out  peoples'  opinions  and  requests  with regards its duration, style and 
format.

``The sun, fun and frolic''
===========================
It is premature to promise specific activities, but, let's face it  September 
in  Malta  is  warm  (25-30 degrees centigrade)  and  the sea will definitely 
feature. What happens in, on, above, below the sea can be tailored to peoples'
taste. For  those  who  prefer  to keep away from the sea, there is  loads of 
history and character to discover...we will certainly help you do so.
