Makes MESON handle equations using Brand's transformation.
This is one of several parameters determining the behavior of MESON,
MESON_TAC and related rules and tactics. When meson_brand is true,
equations are handled inside MESON by applying Brand's transformation. When
it is false, as it is by default, equations are handled in a more ``naive''
way, which nevertheless appears generally better.
